Not in the MCU, I don't think. It's just such an anti-social construct with little to no context for racism. The Netflix-Marvel spinoffs were the only projects that bothered to craft some textured social context for these characters to inhabit. Granted, I panned Luke Cage for other reasons (and in retrospect I wish I'd been a bit less strident), but Luke Cage could take a stab at this stuff because it was already so tangential to the larger cinematic universe; Luke Cage, Jessica Jones, and Daredevil were their own local context with their own localized social tensions. Falcon/Winter is too subservient to the movies, and the movies don't even begin to support the show's political posture.
